Can this Pic Be Fixed in PhotoShop


 
 
Took this picture with Canon XTI, Nifty Fifty, and of course the one that I liked the best, my daughter is blurry. Can this be fixed in PhotoShop 6.0?? I don't want to try and edit this if there is no way of fixing this!!

I'm very NEW to my camera, and PhotoShop and learning everyday!!
