Thanks for the comment Michael. I used a circular polarizer, 2 stop Graduated ND filter (GND), and a 3 stop Graduated ND filter. The red color was there, but was enhanced by the camera white balance setting of "shady -3". Only PS work here is to clone out the vignetting caused by the circular polarizer, and I think I also cropped the image after rotating the image to straighten the horizon. here are the tech specs:

Nikon D100, circ. polarizer, tripod, cable release, 15-30@15mm, ISO200, 1.30secs, f/20, D100 contrast/tone comp@custom, D100 wb@shady -3, D100 color mode@III Nikon sRGB, D100 sharpening@high, manual exposure, matrix metering, RAW/NEF, 2+3 stop GND #756044
